Science Applications International Corp., Fairfield, New Jersey, has been awarded an estimated $700,000,000 fixed-price with economic-price-adjustment, indefinite-quantity contract for chemicals, packaged petroleum, oils and lubricants. This contract was a competitive acquisition with two offers received. This is a five-year base contract with one three-year and one two-year option periods. Locations of performance are New Jersey, Pennsylvania, Georgia, California, Texas, and Arizona, with an Oct. 14, 2021, performance completion date. Using services are Army, Navy, Air Force, Marine Corps, federal civilian agencies and foreign military sales customers. Type of appropriation is fiscal 2016 defense working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Richmond, Virginia (SPE4AX-16-D-9008).

 

Carter Enterprises LLC, doing business as Mil-Spec Enterprises, Brooklyn, New York, has been awarded a maximum $53,578,875 firm-fixed-price, indefinite-quantity contract for improved outer tactical vests, generation IV. This is a one-year base contract with three one-year option periods. This was a competitive acquisition with seven offers received. Location of performance is New York, with a Sept. 15, 2017, performance completion date. Using military service is Army. Type of appropriation is fiscal 2016 through fiscal 2017 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE1C1-16-D-1071).

 

Science Applications International Corp., McLean, Virginia, has been awarded a maximum $53,234,771 fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract for the establishment of a total supply chain management initiative to support spare parts used at Anniston Army Depot's maintenance/manufacturing lines. This was a competitive acquisition with two responses received. This is a three-year base contract with two one-year option periods. Locations of performance are Virginia and Alabama, with a Sept. 15, 2019, performance completion date. Using military service is Army. Type of appropriation is fiscal 2016 through fiscal 2019 defense working capital funds. The contracting activity is the Defense Logistics Agency Land and Maritime, Columbus, Ohio (SPE7L1-16-D-0014).

 

Mansfield Oil Co. of Gainesville Inc.,* Gainesville, Georgia, has been awarded a minimum $21,639,578 fixed-price with economic-price-adjustment contract for various types of fuel. This was a competitive acquisition with 32 offers received. This is a four-year contract with no option periods. Locations of performance are Alabama, Arkansas, Florida, Georgia, Louisiana, Missouri. Mississippi, North Carolina, and South Carolina, with an Oct. 31, 2020, performance completion date. Using services and agencies are Army, Navy, Air Force, Marine Corps, Coast Guard, federal civilian agencies, and Defense Logistics Agency. Type of appropriation is fiscal 2017 through fiscal 2021 defense working capital funds. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia (SPE600-16-D-8511).

 

Lockheed Martin Mission Systems and Training, Owego, New York, has been awarded a maximum $8,100,089 firm-fixed-price contract for countermeasure receivers. This was a sole-source acquisition using justification Federal Acquisition Regulation Part 6.301-1(a)(2). This is a 27-month period of performance with no option periods. Location of performance is New York, with a Jan. 31, 2019, performance completion date. Using military service is Air Force. Type of appropriation is fiscal 2016 material support division funds. The contracting activity is the Defense Logistics Agency Aviation, Oklahoma City, Oklahoma (SPRTA1-16-C-0124).

 

NAVY

 

General Dynamics Electric Boat Corp., Groton, Connecticut, is being awarded a $329,590,285 modification to previously awarded contract N00024-14-C-2104 to exercise the option for design agent, planning yard, engineering and technical support for active nuclear submarines.  Work will be performed in Groton, Connecticut (73 percent); Bangor, Washington (9 percent); Norfolk, Virginia (6 percent); Newport, Rhode Island (4 percent); Quonset, Rhode Island (3 percent); Kings Bay, Georgia (3 percent); and Pearl Harbor, Hawaii (2 percent), and is expected to be completed by September 2018.  Fiscal 2016 other procurement (Navy) funding in the amount of $284,038 will be obligated at the time of award and funds will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

Lockheed Martin Rotary and Mission Systems, Moorestown, New Jersey, is being awarded a $157,418,328 cost-plus-incentive-fee contract for the procurement of the DDG 116-118 Aegis follow-on support services representing completion of the development and fielding of the Aegis Baseline 9 Aegis Weapon System and Integrated Aegis Combat System on the remaining Aegis Technical Insertion 12 (TI 12) configured destroyers as well as TI12 and TI08 configured cruisers.  This contract includes options which, if exercised, would bring the cumulative value of this contract to $426,003,083.  Work will be performed in Moorestown, New Jersey (95 percent); Johnstown, Pennsylvania (3 percent); and various places below one percent (2 percent), and is expected to be completed by September 2017.  Fiscal 2016 operations and maintenance (Navy); fiscal 2016 research and development test and evaluation (Navy); fiscal 2015 and 2016 other procurement (Navy); and fiscal 2013 shipbuilding and conversion (Navy) funding in the amount of $81,165,695 will be obligated at time of award.  Contract funds in the amount of $4,833,928 will expire at the end of the current fiscal year.  This contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(1) - only one responsible source and no other supplies or services will satisfy agency requirements.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity (N00024-16-C-5102).

 

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded a not-to-exceed $136,588,895 for firm-fixed-price delivery order 0001 against a previously issued basic ordering agreement (N00019-14-G-0020).  This modification provides for low-rate initial production Lot 10 air vehicle initial spares to include F-35 common spares; F-35A, F-35B and F-35C unique spares; and aloft spares packages/deployment spares packages required to support the air vehicle delivery schedule for the Air Force, Navy and Marine Corps, as well as non-Department of Defense (DoD) participants and Foreign Military Sales customers.  Work will be performed in Fort Worth, Texas (24.4 percent); El Segundo, California (9 percent); Owego, New York (8.6 percent); Samlesbury, United Kingdom (7.2 percent); Cheltenham, United Kingdom (6.2 percent); Nashua, New Hampshire (5.8 percent); Torrance, California (5.5 percent); Orlando, Florida (4.9 percent); Cedar Rapids, Iowa (3.7 percent); San Diego, California (3.6 percent); Phoenix, Arizona (3.1 percent); Melbourne, Florida (3 percent); Irvine, California (2.5 percent); North Amityville, New York (2.4 percent); Windsor Locks, Connecticut (2.2 percent); Baltimore, Maryland (2.2 percent); Papendrect, Netherlands (1.9 percent); Rolling Meadows, Illinois (1.8 percent); and Alpharetta, Georgia (1.8 percent), and is expected to be completed in December 2019.  Fiscal 2016 aircraft procurement (Air Force, Navy, Marine Corps) funds in the amount of $89,299,340 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  This delivery order combines purchases for the Air Force ($52,280,750; 38.3 percent); Navy ($1,303,033; 1 percent); Marine Corps ($35,715,557; 26.1 percent); non-DoD participants ($27,755,423; 20.3 percent); and Foreign Military Sales ($19,534,133; 14.3 percent).  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

DynCorp International LLC, Fort Worth, Texas, is being awarded $107,246,699 for modification P00017 to a previously awarded firm-fixed-price, indefinite-delivery, requirements contract (N00019-15-D-0003) to exercise an option for organizational, intermediate and depot level maintenance and logistics services for the T-34, T-44 and T-6 aircraft in support of the Chief of Naval Air Training.  Work will be performed in Corpus Christi, Texas (42 percent); Whiting Field, Florida (41 percent); Pensacola, Florida (12 percent); and other locations inside the continental U.S. to include Naval Air Station (NAS) Oceana, Virginia; Naval Air Facility El Centro, California; NAS Lemoore, California; Marine Corp Air Station Miramar, California; and NAS Fallon, Nevada (5 percent), and is expected to be completed in September 2017.  No funds are being obligated at time of award; funds will be obligated on individual delivery orders as they are issued.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

The percentage of work varies by state with the majority of the effort in California (31 percent); Texas (15 percent); Virginia (10 percent); Florida (9 percent); Hawaii (7 percent); and 28 percent in the remaining locations. Work is expected to be completed by September 2017; if all options are exercised, work will be completed by September 2021.  Fiscal 2016 operation and maintenance (Navy) funds in the amount of $40,000 will be obligated ($1,000 on each of the 40 contracts to fund the contract's minimum amount) and funds will expire at the end of the current fiscal year.  This contract was competitively procured with the solicitation posted to the Federal Business Opportunities website, with 112 offers received.  Naval Supply Systems Command Fleet Logistics Center San Diego, Regional Contracting Department, Seal Beach Division, Seal Beach, California, is the contracting activity.

 

General Dynamic Electric Boat (GDEB), Groton, Connecticut, is being awarded an indefinite-delivery/indefinite-quantity contract to perform repair efforts for in-service nuclear-powered submarines, special mission submersibles, moored training ships, and submarine support facilities.  Specifically, repair efforts include overhaul, maintenance, repair, modernization upgrades, technical engineering support, supplies and services, and nuclear related touch labor support efforts.  The contract contains a five-year ordering period with a cumulative ceiling value of $400,000,000.  The ceiling value is the maximum dollar amount that may be potentially awarded under the GDEB multiple award contract.  This contract does not include options.  No funding is being provided at the time of award.  Work will be performed throughout the continental U.S. and outside of the continental U.S., and is expected to be completed by September 2021.  In accordance with 10 U.S. Code 2304(c)(1), this contract was not competitively procured.  GDEB is a nuclear qualified shipyard and possesses the unique expertise, knowledge, and experience to perform nuclear submarine repair efforts for in-service nuclear-powered submarines, special mission submersibles, moored training ships, and submarine support facilities.  The Naval Sea System Command, Washington, District of Columbia, is the contracting activity (N00024-17-D-4300).

Raytheon Co., Integrated Defense Systems, Tewksbury, Massachusetts, is being awarded a $22,000,000 modification to previously awarded contract (N00024-10-C-5126) to exercise an option for engineering services in support of DDG 1000 Zumwalt class destroyer program.  Work for engineering services under this contract will address DDG 1000 Zumwalt class destroyer program software corrections, facilities, training, and cybersecurity and shipboard requirements.  Work will be performed in Bath, Maine (31 percent); Tewksbury, Massachusetts (30 percent); Portsmouth, Rhode Island (27 percent); Wallops Island, Virginia (5 percent); San Diego, California (6 percent); and Fort Wayne, Indiana (1 percent), and is expected to be complete by December 2016.  Fiscal 2016 research, development, test and evaluation (Navy) funds in the amount of $17,275,617 will be obligated at the time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

Digital Receiver Technology Inc., Germantown, Maryland, is being awarded a $9,695,794 indefinite-delivery/indefinite-quantity contract for portable, ruggedized, and man-packable surveillance equipment and their associated peripherals in support of Combat Direction Systems Activity Dam Neck’s role as in-service engineering agent, tTechnical design agent, and acquisition engineering agent.  Work will be performed in Germantown, Maryland, and is expected to be completed by September 2017.  Fiscal 2016 other procurement (Navy) funding in the amount of $3,380,911 will be obligated at time of award, and will not expire at the end of the current fiscal year.  This contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(1) - only one responsible source and no other supplies or services will satisfy agency requirements.  .  The Naval Surface Warfare Center, Dahlgren Division, Dahlgren Virginia, is the contracting activity (N00178-16-D-2027).

 

Bell-Boeing Joint Project Office, Amarillo, Texas, was awarded $8,002,860 for modification 07 to a previously issued, cost-plus-fixed-fee delivery order 0026 placed against basic ordering agreement N00019-12-G-0006.  This modification exercises options for software and hardware upgrades for 19 Marine Corps V-22 (MV-22) flight training devices.  These options will upgrade the software and hardware configuration of the Okinawa MV-22 device and visual upgrades, to include the addition of a Mediterranean database.  Work will be performed in Chantilly, Virginia (26 percent); Broken Arrow, Oklahoma (21 percent); Fort Worth, Texas (18 percent); St. Louis, Missouri (10 percent); Philadelphia, Pennsylvania (5 percent); Albuquerque, New Mexico (4 percent); Clovis, New Mexico (4 percent); Fort Walton Beach, Florida (4 percent); Okinawa, Japan (4 percent); Clifton, New Jersey (2 percent); Orlando, Florida (1 percent) and Mildenhall, United Kingdom (1 percent), and is expected to be completed in March 2020.  Fiscal 2014 and 2016 aircraft procurement (Navy) funds in the amount of $8,002,860 will be obligated at time of award, $1,929,552 of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity. Isotech North America Inc.,* Colchester, Vermont, is being awarded a $7,053,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for portable high and low temperature calibrators for calibration.  The portable high and low calibrators will be used to calibrate items such as bi-metal and digital thermometers, temperature switches with bulb or coil probes, various process control or monitoring temperature instrumentation and temperature reading instruments.  Work will be performed in Corona, California, and is expected to be completed by September 2021.  Fiscal 2016 other procurement (Navy) funding  in the amount of $250,000 will be obligated at time of award and will not expire at the end of the current fiscal year. AIR FORCE

 

Lockheed Martin Space Systems Co., Sunnyvale, California, has been awarded a $45,047,020 modification (P00083) to previously awarded contract FA8810-13-C-0002 for contractor logistics support (CLS), legacy sustainment, and combined task force support. Contractor will conduct studies on the Space-Based Infrared System CLS and legacy sustainment baseline system. The studies are directed in response to deficiencies, failures, or evolving requirements, changes in external user data needs or interfaces, or changes in technology. The system modifications are directed to implement system or facility modifications, changes to operational procedures or system configurations in response to deficiencies, failures, evolving requirements, changes in external user data needs or interfaces, or changing technology. Studies and modifications are required for continued support to operations, maintenance, and sustainment for the operational SBIRS ground systems assets. Work will be performed at Sunnyvale, California; Colorado Springs, Colorado; and Boulder, Colorado, and is expected to be complete by June 30, 2019. Fiscal 2016 operations and maintenance funds in the amount of $45,047,020 are being obligated at the time of award. The Air Force Space and Missile Systems Center, Los Angeles Air Force Base, California, is the contracting activity.

 

Raytheon Co., El Segundo, California, has been awarded a $44,136,550 indefinite-delivery/indefinite-quantity contract for Global Positioning System Selective Availability Anti-Spoofing Modules Lightning Strikes program. Work will be performed at El Segundo, California, and is expected to be complete by April 30, 2020. This award is the result of a sole-source acquisition. This contract is 100 percent foreign military sales to 57 partner nations. Space and Missile Center, Los Angeles Air Force Base, California, is the contracting activity (FA8807-16-D-0002).

 

ARMY

 

Lockheed Martin Integrated Systems Inc., Bethesda, Maryland, was awarded a $37,330,706 firm-fixed-price contract for next generation technical services.  The scope includes the management and technical support necessary to advance high performance computing services, capabilities, infrastructure, and technologies.  It includes the development of new techniques, analytical methods, and computational approaches to solve particular high performance computing problems or to generally advance the state of the art in high performance computing effectiveness and efficiency.  Bids were solicited via the Internet with one received. Work will be performed in multiple locations with an estimated completion date of Dec. 17, 2016.  Fiscal 2015 and 2016 operations and maintenance, Army; and research, development, test and evaluation funds in the amount of $37,330,706 were obligated at the time of the award.  Army Corps of Engineers, Huntsville, Alabama, is the contracting activity (W912DY-16-F-0274).

 

Harry Pepper and Associates Inc., Jacksonville, Florida, was awarded a $27,713,700 firm-fixed-price, incrementally funded contract for Herbert Hoover Dike rehabilitation and structure replacements. Bids were solicited via the Internet with three received. Work will be performed in Okeechobee, Florida, with an estimated completion date of Oct. 21, 2020. Fiscal 2014, 2015, 2016 operations and maintenance (Army) in the amount of 5,580,000 was obligated at the time of the award. Army Corps of Engineers, Jacksonville, Florida, is the contracting activity (W912EP-16-C-0019).

 

General Atomics Aeronautical Systems Inc., Poway, California, was awarded a $25,287,320 modification (P00075) to contract W58RGZ-13-C-0109 for acquisition of four Gray Eagle War replacement aircraft and four satellite air data terminals under the Gray Eagle Unmanned Aircraft Systems full rate production contract.  Work will be performed in Poway, California, with an estimated completion date of December 30, 2017.  Fiscal 2014 other funds in the amount of $25,287,320 were obligated at the time of the award.  Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

DEFENSE HEALTH AGENCY

 

System Plus Inc., Rockville, Maryland, was awarded a $39,892,338 fixed price contract  that will serve as our "primary sustainment training" vehicle for enterprise systems including the current global clinical system training mission, and will provide the flexibility to support the enterprise as it transitions to Military Health System (MHS) Genesis in the coming years.  It will also help realize a broader training support concept which will allow us to provide increased and surge support to systems not covered by previous training contracts.  The contract includes optional contract lines item numbers (CLINS) for support to a variety of other applications outside the clinical portfolio to which future funds could be applied. The consolidated contract funds additional CLINS without pulling from system budgets or creating additional bills to the Services. Systems include:  Essentris, Defense Medical Human Resources System Internet (DHMRSi); Workload Management System for Nursing Internet (WMSNi); Electronic Institutional Review Board (eIRB); Enterprise Blood Management System (EBMS); and Armed Forces Billing and Collection Utilization Solution (ABACUS). Workflow and role-based training will be tailored by the Contractor to specific user integration branch training support services end user needs.  The contract will use various methods for training to include a web-based/virtual classroom style, eLearning events, and/or a hands-on training model depending on the customer's preference. DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

 

Lockheed Martin Corp., Grand Prairie, Texas, has been awarded Option One on contract HR0011-15-C-0147, totaling $10,661,069, under modification P00002, adding Phase II tasks to the previously awarded procurement contract for the Squad X Core Technologies (SXCT) program. As a result of the award of the Phase II option, the total amount of the contract is increased by $10,661,069 from $2,715,590 to $13,376,659.
