I am going 00:12.030 --> 00:14.363 to moderate just like we've done before . 00:14.363 --> 00:16.252 We'll start out with some opening 00:16.252 --> 00:18.141 comments by Secretary Austin then 00:18.141 --> 00:20.141 Minister and and and then uh I will 00:20.141 --> 00:22.252 moderate the Q and A . We have a hard 00:22.252 --> 00:24.086 stop here in 20 minutes at three 00:24.086 --> 00:26.197 o'clock . So we'll do the best we can 00:26.197 --> 00:28.363 to get through as many questions as we 00:28.363 --> 00:30.419 can the goal being to on each side . 00:30.419 --> 00:32.530 But again , we'll have to see how far 00:32.530 --> 00:32.480 we can go . It would help if if when 00:32.480 --> 00:34.480 you do ask your questions , you can 00:34.480 --> 00:36.702 limit your your follow ups with that Mr 00:36.702 --> 00:38.758 Secretary . Let me start by thanking 00:38.758 --> 00:40.758 the Minister for making the trip to 00:40.758 --> 00:42.869 Washington . And I know that the past 00:42.869 --> 00:45.036 few days have been pretty busy and I'm 00:45.036 --> 00:47.860 glad that you could join us today . We 00:47.860 --> 00:51.110 just saw each other Tuesday in Germany 00:51.120 --> 00:54.170 at Ramstein air base . At this this 00:54.170 --> 00:57.360 week's historic meaning of what is now 00:58.030 --> 01:01.920 the contact group on Ukrainian defense 01:03.040 --> 01:06.120 in Canada stepped up with an important 01:06.130 --> 01:08.186 announcement on armored vehicles and 01:08.186 --> 01:10.241 other vital capabilities for Ukraine 01:11.240 --> 01:13.540 Madam Minister . That's just what we've 01:13.540 --> 01:16.350 come to expect from Canada and from 01:16.350 --> 01:19.290 your own leadership and sense of moral 01:19.290 --> 01:21.401 purpose . So it's no surprise that we 01:21.401 --> 01:23.457 had such a highly productive meeting 01:23.457 --> 01:27.390 today . It reminds us how much close 01:27.390 --> 01:30.890 friends and valued allies matter 01:32.340 --> 01:34.396 and we know that we can count on the 01:34.396 --> 01:36.618 enduring partnership between the United 01:36.618 --> 01:39.870 States and Canada . Canada isn't just a 01:39.870 --> 01:43.020 great neighbor . It's also a true 01:43.020 --> 01:47.010 friend in a steadfast ally . And 01:47.010 --> 01:48.899 today we're grateful for Canada's 01:48.899 --> 01:50.830 resolute support of the Ukrainian 01:50.830 --> 01:53.950 people after Russia's reckless and 01:53.950 --> 01:56.970 lawless invasion . Now moving forward 01:56.970 --> 01:59.270 from today's discussion and from our 01:59.270 --> 02:01.437 meeting in Germany , I'm proud to note 02:01.437 --> 02:03.780 that The president has now requested 02:03.780 --> 02:06.110 $16 billion dollars for the Department 02:06.110 --> 02:09.140 of Defense to address Ukraine's self 02:09.140 --> 02:11.910 defense needs in the crucial weeks 02:11.910 --> 02:15.090 ahead . This supplemental request 02:15.090 --> 02:17.340 includes $6 billion dollars more for 02:17.340 --> 02:19.120 the Ukraine Security Assistance 02:19.130 --> 02:22.380 Initiative , which helps us to procure 02:22.510 --> 02:26.400 weapons and systems for Ukraine And $5 02:26.400 --> 02:28.122 billion dollars for additional 02:28.122 --> 02:30.330 presidential drawdown authority which 02:30.330 --> 02:32.490 allows us to continue providing 02:32.500 --> 02:35.190 critical material from our own 02:35.200 --> 02:38.260 inventory In another $5 billion dollars 02:38.260 --> 02:40.760 to help us pay for the operational cost 02:41.340 --> 02:44.490 of bolstering NATO's eastern flank as 02:44.490 --> 02:46.546 well as additional investments . For 02:46.546 --> 02:49.040 instance , it features something we 02:49.040 --> 02:51.370 call critical munitions acquisition 02:51.370 --> 02:54.550 fund which will allow the Department to 02:54.550 --> 02:56.606 purchase and establish the strategic 02:56.606 --> 02:59.580 reserve of vital munitions like anti 02:59.580 --> 03:02.310 aircraft and anti tank munitions to 03:02.310 --> 03:04.660 search for this crisis and quite 03:04.660 --> 03:08.220 frankly , crises to come . So we'd urge 03:08.220 --> 03:10.700 Congress to approve our request without 03:10.700 --> 03:12.670 delay and we thank them for their 03:12.670 --> 03:15.250 tremendous support . Up to this point , 03:16.840 --> 03:19.120 we understand the urgency and I know 03:19.120 --> 03:21.490 that Canadian people do as well , Madam 03:21.490 --> 03:24.400 Minister . So let me again express my 03:24.400 --> 03:26.900 appreciation to you and to Prime 03:26.900 --> 03:29.450 Minister Trudeau and your colleagues 03:29.450 --> 03:31.950 for your announcement that Canada Will 03:31.950 --> 03:34.500 send eight armoured vehicles to support 03:34.500 --> 03:37.460 Ukraine . And let me applaud you for 03:37.460 --> 03:39.682 everything that Canada is doing to help 03:39.682 --> 03:41.850 Ukraine defend itself , including your 03:41.850 --> 03:44.040 extraordinary efforts to train 03:44.040 --> 03:47.310 Ukrainian forces through Operation Unit 03:47.310 --> 03:51.220 for the United States and Canada 03:51.230 --> 03:53.400 are united in our admiration for the 03:53.400 --> 03:55.920 Ukrainian people's bravery in our 03:55.920 --> 03:58.390 determination to help them defend their 03:58.390 --> 04:01.930 sovereignty . Of course , as you'd 04:01.930 --> 04:04.260 expect with old friends and neighbors , 04:04.640 --> 04:07.840 we had a wide ranging agenda today . We 04:07.840 --> 04:09.300 also discussed our shared 04:09.300 --> 04:11.300 responsibilities for protecting our 04:11.300 --> 04:13.750 homelands through the NORAD command . 04:14.540 --> 04:16.596 We talked about our joint efforts to 04:16.596 --> 04:18.873 strengthen north american defense ties , 04:18.873 --> 04:21.350 including the need to ensure a stable 04:21.360 --> 04:24.470 arctic region where international norms 04:24.480 --> 04:27.230 are respected . And we discussed how 04:27.230 --> 04:29.063 we're both working with regional 04:29.063 --> 04:31.100 partners and latin America and the 04:31.100 --> 04:32.933 Caribbean to combat threats like 04:32.933 --> 04:34.880 transnational crime and drug 04:34.880 --> 04:37.800 trafficking and the better and to 04:37.800 --> 04:40.290 prepare better for humanitarian crises 04:40.300 --> 04:43.120 and to build up climate resilience in 04:43.120 --> 04:45.510 advance initiatives on peace and 04:45.510 --> 04:48.390 security . The Minister and I also 04:48.390 --> 04:50.557 spoke about our shared commitment to a 04:50.557 --> 04:53.690 secure and open indo pacific and that's 04:53.690 --> 04:56.460 why I'm so pleased that last year , for 04:56.460 --> 04:59.660 the first time Canada participated in a 04:59.660 --> 05:03.330 cooperative Taiwan strait Taiwan strait 05:03.330 --> 05:06.400 transit with the United States and 05:06.400 --> 05:08.122 we're going to find additional 05:08.122 --> 05:10.233 opportunities to work together on our 05:10.233 --> 05:12.710 shared vision of a secure , open and 05:12.710 --> 05:16.020 prosperous indo pacific as we face all 05:16.020 --> 05:18.160 these challenges . As Canada's Minister 05:53.160 --> 05:55.680 of National Defense , we have just had 05:55.680 --> 05:58.220 a very productive meeting here at the 05:58.220 --> 06:01.120 pentagon . The United States . Quite 06:01.120 --> 06:04.010 simply as Canada's most important ally 06:04.240 --> 06:07.130 and defense partner , Our armed forces 06:07.130 --> 06:10.550 fought together to win two World Wars 06:11.020 --> 06:14.220 Since 1958 . Our militaries have worked 06:14.230 --> 06:17.790 together every day to defend north 06:17.790 --> 06:21.170 american airspace through NORAD And in 06:21.170 --> 06:23.550 recent years , Canadian and American 06:23.550 --> 06:25.840 forces fought side by side in 06:25.840 --> 06:28.490 Afghanistan and in the war against 06:28.490 --> 06:32.260 Daesh today , the 06:32.260 --> 06:34.427 world is facing the greatest threat to 06:34.427 --> 06:37.230 international peace and stability since 06:37.230 --> 06:40.550 the Second World war . Illegal 06:43.810 --> 06:47.390 Familia the civil innocent is sitting 06:47.400 --> 06:49.890 attack complex control or 06:50.510 --> 06:54.500 international keanu 06:54.500 --> 06:57.640 protest tools . Since day one of this 06:57.640 --> 07:00.540 attack , our Ukrainian friends have 07:00.540 --> 07:03.220 faced Putin's forces with unfailing 07:03.220 --> 07:06.560 courage and resolve and Canada 07:07.000 --> 07:09.590 like the United States stands firmly 07:09.600 --> 07:13.260 with them . Since 2015 , the Canadian 07:13.270 --> 07:15.470 armed forces have trained over 07:15.470 --> 07:18.850 33,000 Ukrainian personnel 07:19.240 --> 07:21.700 through our training mission operation 07:21.700 --> 07:24.140 Unifier . And since the beginning of 07:24.140 --> 07:26.520 this crisis , Canada has donated 07:26.520 --> 07:29.100 machine guns , pistols , sniper rifles , 07:29.250 --> 07:31.730 carl Gustaf antitank weapons , hand 07:31.730 --> 07:34.040 grenades , precision cameras for 07:34.040 --> 07:36.770 military drones and this equipment is 07:36.770 --> 07:39.230 making a real difference in Ukraine's 07:39.240 --> 07:43.170 war effort last week in 07:43.170 --> 07:45.900 conjunction with our american allies , 07:46.160 --> 07:48.390 we stepped up our support by delivering 07:48.390 --> 07:51.000 M triple seven howitzers to Ukrainian 07:51.000 --> 07:54.820 forces and I can confirm that Canadian 07:54.820 --> 07:57.100 soldiers are now training their 07:57.100 --> 08:00.320 Ukrainian counterparts in the use of 08:00.320 --> 08:03.770 these weapons . Further at Ramstein air 08:03.770 --> 08:06.730 base on Tuesday , an excellent and 08:06.730 --> 08:09.150 useful conference organized by my 08:09.150 --> 08:12.090 colleague Secretary Austin , We 08:12.090 --> 08:14.240 announced that Canada will send eight 08:14.250 --> 08:17.160 armoured vehicles to Ukraine in the 08:17.160 --> 08:19.216 coming weeks and we will continue to 08:19.216 --> 08:22.190 supply Ukraine with the equipment that 08:22.200 --> 08:26.120 it needs to fight and win at 08:26.120 --> 08:28.290 this crucial time for euro atlantic 08:28.290 --> 08:31.010 security . Canada's commitment to the 08:31.010 --> 08:33.830 NATO alliance is unwavering . We 08:33.830 --> 08:36.260 recently deployed a second frigate to 08:36.260 --> 08:39.010 NATO's maritime forces and added more 08:39.010 --> 08:41.520 troops and capabilities to the Canadian 08:41.520 --> 08:43.500 led multinational battle group in 08:43.500 --> 08:44.160 Latvia 08:51.780 --> 08:55.560 personnel and fellow demands . 08:55.940 --> 08:59.720 And as we step up to protect our allies 08:59.730 --> 09:02.310 abroad , we are also keeping our eyes 09:02.320 --> 09:04.550 on threats to the North american 09:04.650 --> 09:07.050 continent . As Minister of National 09:07.050 --> 09:09.530 Defense , I have been entrusted to lead 09:09.540 --> 09:11.460 Canada's efforts to strengthen 09:11.460 --> 09:14.650 continental defense and to deliver a 09:14.650 --> 09:17.420 robust plan to modernize NORAD in 09:17.430 --> 09:20.580 collaboration with our american allies 09:20.590 --> 09:23.790 and we will have more to say on this in 09:23.790 --> 09:27.470 the short term , a fascinating menace 09:27.480 --> 09:30.940 acute news of mountain knows obvious 09:30.940 --> 09:34.100 dismount military Last month . Our 09:34.100 --> 09:37.040 government tabled budget 2022 , which 09:37.040 --> 09:38.620 invests $8 billion 09:38.620 --> 09:42.560 70% 09:42.570 --> 09:46.080 increase in already planned spending . 09:46.090 --> 09:48.210 Under our defense policy , strong , 09:48.210 --> 09:51.690 secure , engaged . We are now the 09:51.700 --> 09:55.380 sixth largest defense Budget among 09:55.390 --> 09:58.730 NATO's 30 countries . And in the coming 09:58.730 --> 10:00.674 months we will update this defense 10:00.674 --> 10:03.350 policy to reflect rapidly evolving 10:03.350 --> 10:07.100 challenges to global securities . To 10:07.100 --> 10:09.200 conclude at this crucial moment , 10:09.320 --> 10:11.760 Russia is testing the will of Canada , 10:12.690 --> 10:14.860 the United States and our allies and 10:14.860 --> 10:18.550 partners . Russia cannot redraw maps at 10:18.550 --> 10:21.430 will to suit its own ends . Russia 10:21.430 --> 10:23.560 cannot erode the rules based 10:23.570 --> 10:25.290 international order without 10:25.290 --> 10:28.700 consequences . Sovereign nations cannot 10:28.710 --> 10:32.290 be erased from the map and NATO cannot 10:32.300 --> 10:35.550 be divided . In fact , as we saw in 10:35.550 --> 10:38.760 Germany this week , we are more united 10:38.850 --> 10:41.310 than ever before and we will continue 10:41.310 --> 10:44.440 to stand with Ukraine . We remain 10:44.440 --> 10:47.700 prepared to defend every inch of NATO 10:47.710 --> 10:50.130 territory and we will always do 10:50.140 --> 10:52.670 whatever it takes to ensure the 10:52.670 --> 10:55.040 security of our north american 10:55.040 --> 10:57.790 continent . Thank you Mr . Secretary 10:57.800 --> 11:00.220 for your partnership . Thank you for 11:00.220 --> 11:03.940 your friendship on this and shared 11:03.950 --> 11:06.560 defense issues generally . I appreciate 11:06.560 --> 11:09.290 it . Okay , we'll take a few questions 11:09.290 --> 11:11.179 here . We'll start with bob Burns 11:11.179 --> 11:15.170 Associated Press Mr Secretary in 11:15.180 --> 11:17.700 announcing the new request to Congress 11:17.700 --> 11:21.350 for billions more dollars to provide 11:21.360 --> 11:23.249 additional military assistance to 11:23.249 --> 11:25.249 Ukraine . The White House said that 11:25.249 --> 11:27.470 among the materials that you will be 11:27.470 --> 11:29.359 providing or what they call quote 11:29.359 --> 11:32.330 advanced air defense systems . I wonder 11:32.330 --> 11:34.740 if you can say more specifically what 11:34.740 --> 11:37.170 that refers to . And if I may also ask 11:37.170 --> 11:39.114 a little bit broader question that 11:39.114 --> 11:41.114 perhaps both of you you could could 11:41.114 --> 11:44.080 respond to which is that given the 11:44.080 --> 11:47.410 inherent and significant advantages 11:47.410 --> 11:49.410 that the Russian forces have in the 11:49.410 --> 11:51.940 Donbas including simple mass . I'm 11:51.940 --> 11:54.107 wondering , you know , how can you get 11:54.107 --> 11:56.230 enough heavy , heavy weaponry to that 11:56.230 --> 11:59.540 area quickly enough to make a decisive 11:59.550 --> 12:03.140 difference ? But before I answer your 12:03.140 --> 12:06.950 question , um let me 12:07.440 --> 12:10.540 just say that I have it on good accord 12:10.540 --> 12:12.670 that this may very well be your last 12:12.680 --> 12:15.650 briefing . That's true . And 12:16.540 --> 12:19.910 I just wanted to say on behalf of the 12:19.910 --> 12:22.250 pentagon and all of the people who work 12:22.250 --> 12:25.050 here on behalf of our military . I want 12:25.050 --> 12:28.160 to thank you for years of , of 12:28.160 --> 12:31.500 dedication professionalism . You are 12:31.500 --> 12:34.450 the epitome of a pro in many , many 12:34.450 --> 12:37.840 cases our population has seen our 12:37.840 --> 12:40.870 military through your eyes and and and 12:40.870 --> 12:43.080 those of your colleagues . But you've 12:43.080 --> 12:45.247 set a great example for those who will 12:45.247 --> 12:48.670 follow you to emulate . So thanks a lot 12:48.670 --> 12:52.170 for everything you've done and and God 12:52.170 --> 12:54.226 bless you for serving our country in 12:54.226 --> 12:56.560 the way that you have on the issue of 12:56.570 --> 12:59.860 air defense bob . You know , that air 12:59.860 --> 13:03.800 defense has been uh a critical uh 13:03.810 --> 13:06.860 aspect of this entire fight early on , 13:06.860 --> 13:09.570 the the Russians sought to 13:09.580 --> 13:13.520 neutralize the Ukrainians air 13:13.520 --> 13:17.310 defense system , but obviously we're 13:17.310 --> 13:19.930 not effective in that effort . And so 13:19.930 --> 13:21.550 because the Ukrainians had 13:23.440 --> 13:26.820 substantial air defense remaining air 13:26.820 --> 13:29.042 defense capabilities remaining and they 13:29.042 --> 13:30.987 were able to deny the Russians the 13:30.987 --> 13:33.550 ability to establish air superiority . 13:34.740 --> 13:36.851 The Russians , as you would imagine , 13:36.851 --> 13:38.907 will continue to try to find ways to 13:38.907 --> 13:41.060 take out all of their Air Defense 13:41.060 --> 13:43.580 capabilities and we we need to stay 13:43.580 --> 13:45.747 focused on this . We need to make sure 13:45.747 --> 13:47.413 that we're providing them the 13:47.413 --> 13:49.302 capability to replenish those air 13:49.302 --> 13:51.469 defense capabilities if they are taken 13:51.469 --> 13:53.590 out . So this is a work in progress . 13:53.600 --> 13:56.360 We will continue to to 13:57.440 --> 14:00.810 resupply them with the types of systems 14:00.810 --> 14:04.270 that you've seen us um provide them 14:04.280 --> 14:06.600 short range , medium range and most 14:06.600 --> 14:08.890 important long range air defense 14:08.890 --> 14:11.057 systems . Those long range air defense 14:11.057 --> 14:14.020 defense systems like the S- 300 play a 14:14.020 --> 14:16.650 critical role . And if those are taken 14:16.650 --> 14:18.650 out then we'll make sure that we're 14:18.650 --> 14:20.650 doing , working with our allies and 14:20.650 --> 14:22.483 partners to make sure that we're 14:22.483 --> 14:24.706 providing them additional capability as 14:24.706 --> 14:26.650 quickly as possible . That doesn't 14:26.650 --> 14:28.650 refer to a new type of american air 14:28.650 --> 14:30.706 defense system . We don't have a new 14:30.706 --> 14:32.817 type two to announce bot . So we will 14:32.817 --> 14:34.983 we will continue to use those uh those 14:34.983 --> 14:37.206 systems that have been most effective . 14:37.700 --> 14:40.450 The broader question getting enough 14:40.460 --> 14:42.682 heavy weaponry to in the Donbas to make 14:42.682 --> 14:44.738 a difference quickly enough . Well , 14:44.738 --> 14:46.960 absolutely bob , you know , that's what 14:46.960 --> 14:49.127 we've actually been focused on and and 14:49.127 --> 14:52.400 that was really a key element in the 14:52.400 --> 14:54.567 meeting that we conducted on Tuesday . 14:54.640 --> 14:57.370 We need not only to get capability 14:57.370 --> 15:00.820 there to them quickly , it needs to be 15:00.820 --> 15:03.300 the right kind of capability . And so 15:03.310 --> 15:06.000 what will be decisive in this next 15:06.000 --> 15:09.460 fight is long range fires uh and and as 15:09.460 --> 15:12.750 we interact with the with the Tchad uh 15:12.760 --> 15:14.930 and the Minister of Defense on a 15:14.930 --> 15:17.100 routine basis . These are the kinds of 15:17.100 --> 15:19.211 things that they are requesting . You 15:19.211 --> 15:21.433 know , they they believe that that long 15:21.433 --> 15:24.470 range fires will be uh will be key in 15:24.470 --> 15:26.750 our efforts going forward . And so we 15:26.750 --> 15:28.806 are moving as quickly as we possibly 15:28.806 --> 15:31.083 can to provide them those capabilities . 15:31.340 --> 15:33.284 And I would point out to you and I 15:33.284 --> 15:35.507 think you know this , but The President 15:35.507 --> 15:37.890 signed a package of $800 million 15:37.890 --> 15:41.640 Thursday on saturday . The 15:41.640 --> 15:43.862 first howitzer from that package showed 15:43.862 --> 15:46.029 up at the airfield . And so that's the 15:46.029 --> 15:47.950 speed the speed of war that we're 15:47.950 --> 15:50.760 operating at . And and we've encouraged 15:50.760 --> 15:53.780 our allies and partners to to work with 15:53.780 --> 15:56.320 us to move as quickly as we possibly 15:56.320 --> 16:00.120 can . Thank you . Uh we 16:00.120 --> 16:03.410 are completely on the same page with 16:03.420 --> 16:07.120 our US ally on 16:07.130 --> 16:09.940 the importance of the delivery of aid 16:10.340 --> 16:12.229 as soon as possible as quickly as 16:12.229 --> 16:15.170 possible . We had a number of 16:15.170 --> 16:17.281 conversations about the importance of 16:17.281 --> 16:19.392 acting in conjunction with each other 16:19.392 --> 16:21.448 and we too quickly turned around our 16:21.448 --> 16:24.770 shipment of howitzers and our training 16:24.780 --> 16:28.390 Ukrainian troops with those heavy 16:28.390 --> 16:30.920 weapons right now . And on the broader 16:30.920 --> 16:33.200 question of the delivery of aid , I'd 16:33.200 --> 16:36.250 like to emphasize that Canada has two 16:36.460 --> 16:38.750 cc one thirties based out of Prestwick 16:38.750 --> 16:41.280 Scotland and we have carried 16:42.140 --> 16:46.010 over 100 over a million pounds 16:46.260 --> 16:49.870 of aid so far on behalf of a 16:49.870 --> 16:52.400 number of countries . And this work 16:52.400 --> 16:56.020 continues every single day . So we a 16:56.030 --> 16:57.752 will continue to deliver aid , 16:57.752 --> 16:59.974 including heavy weaponry , including as 16:59.974 --> 17:02.160 quickly as possible and be , will 17:02.160 --> 17:04.940 continue to work across the allied 17:04.950 --> 17:07.890 partnership to deliver aid writ large 17:07.900 --> 17:10.730 to Ukraine . Next question and I'm 17:10.730 --> 17:12.841 afraid it's gonna have to be our last 17:12.841 --> 17:14.897 one given the time where we are , it 17:14.897 --> 17:16.897 goes to a set of old gay Argus from 17:16.897 --> 17:19.990 Radio Canada ma'am the first question . 17:49.940 --> 17:53.730 Docker President biden 17:53.740 --> 17:54.940 Ruzic 18:00.670 --> 18:02.940 Ensemble partner . 18:04.140 --> 18:08.050 Poor delivery led military 18:08.380 --> 18:11.360 little a non letter And Ukraine 18:16.440 --> 18:19.110 a new continuum . I'm afraid we're gonna have 20:39.980 --> 20:42.202 to stop it there folks . We're right at 20:42.202 --> 20:44.258 three o'clock and we did have a hard 20:44.258 --> 20:46.258 stop apologize . We couldn't get to 20:46.258 --> 20:48.313 everybody , but she's pretty tough . 20:48.313 --> 20:47.970 She'll kick me in the shins if I don't 20:47.970 --> 20:50.530 keep her on time . But let me just let 20:50.530 --> 20:54.510 me just And all kidding aside , she 20:54.510 --> 20:57.070 is incredibly effective and a great 20:57.070 --> 21:00.930 partner represents Canada incredibly 21:00.930 --> 21:03.550 well and has been completely engaged 21:03.550 --> 21:06.770 throughout on the Ukraine . That issue . 21:07.140 --> 21:10.540 Let me thank the Minister for spending 21:10.540 --> 21:12.720 some time with us here today .
