D . 02:21.417 --> 02:23.472 You'll hear us talk about our pacing 02:23.472 --> 02:26.060 challenge and by that we mean china a 02:26.070 --> 02:27.570 country whose moving along 02:27.570 --> 02:29.830 technologically economically militarily 02:29.830 --> 02:32.500 and otherwise at a very fast clip and I 02:32.500 --> 02:34.444 talked about this a lot to defense 02:34.444 --> 02:36.556 audiences but having the privilege to 02:36.556 --> 02:38.444 talk to you , I would say they're 02:38.444 --> 02:40.444 challenging us in many spaces , not 02:40.444 --> 02:42.556 just with defense and military but in 02:42.556 --> 02:44.389 economic technology spectrum and 02:44.389 --> 02:46.500 otherwise . And we all better be able 02:46.500 --> 02:48.333 to rise to the challenge of what 02:48.333 --> 02:50.290 they're presenting , defining the 02:50.290 --> 02:52.460 spectrum way ahead is critical to our 02:52.460 --> 02:54.910 nation . And I know the panel I heard a 02:54.910 --> 02:56.966 little bit sitting in the green room 02:56.966 --> 02:59.660 here talking about our way ahead , how 02:59.660 --> 03:01.660 we balance this and there were some 03:01.660 --> 03:04.030 great remarks said by FCC excuse me , F 03:04.030 --> 03:06.530 A a and others a moment ago about the 03:06.530 --> 03:08.950 challenges of this and being able to 03:08.950 --> 03:11.360 balance the different equities and as a 03:11.360 --> 03:14.400 National Spectrum strategy is coming 03:14.400 --> 03:16.550 along . This is gonna be so key to 03:16.550 --> 03:18.828 getting this right . And we at D O . D . 03:18.828 --> 03:21.050 Are excited about being able to provide 03:21.050 --> 03:23.720 our inputs to this and indeed we have a 03:23.720 --> 03:25.970 foundation for this . In 2020 we 03:25.970 --> 03:28.137 published our electromagnetic spectrum 03:28.137 --> 03:30.460 strategy that we put out and then last 03:30.460 --> 03:33.200 year our secretary Lloyd Austin signed 03:33.200 --> 03:35.890 out our implementation plan . So we've 03:35.890 --> 03:38.112 got clear markers of what we need to do 03:38.112 --> 03:40.279 in the national security space that we 03:40.279 --> 03:42.501 are eager to contribute to the National 03:42.501 --> 03:44.910 Spectrum Strategy . Now we have success 03:44.910 --> 03:46.854 at D . O . D . And making a lot of 03:46.854 --> 03:49.580 spectrum available to industry . O 03:49.580 --> 03:51.747 particularly over the past few years . 03:51.747 --> 03:53.858 Most recently there was America's mid 03:53.858 --> 03:56.420 band initiative team or ambient for 03:56.430 --> 03:59.280 making available spectrum to industry 03:59.290 --> 04:02.690 between the 3.4523 dot 55 part of the 04:02.690 --> 04:05.240 spectrum which raised in an auction 04:05.240 --> 04:08.070 last fall , $21 billion . That took a 04:08.070 --> 04:09.848 lot of work and a sprint by our 04:09.848 --> 04:11.792 collective team at D . O . D . And 04:11.792 --> 04:13.903 working with the inter agency to make 04:13.903 --> 04:15.903 that happen and we're very proud of 04:15.903 --> 04:18.070 that of course before that there was a 04:18.070 --> 04:20.348 citizens Band radio service or C . B R . 04:20.348 --> 04:23.750 S and it was in the 35523.65 part of 04:23.750 --> 04:26.050 the spectrum . And working with C T I A 04:26.050 --> 04:28.540 and of course N T I A . And others on 04:28.540 --> 04:30.550 that part of the area . And now now 04:30.550 --> 04:34.160 here in 2022 . We're working the 3.123 04:34.160 --> 04:36.160 dot 45 part of the spectrum through 04:36.160 --> 04:38.190 what we call the emerging mid band 04:38.200 --> 04:40.422 spectrum sharing . I know there's a lot 04:40.422 --> 04:42.880 of words or embrace activity there 04:42.890 --> 04:45.020 which is built on the successes and 04:45.020 --> 04:46.853 lessons learned from those other 04:46.853 --> 04:49.350 exemplars . We talked about And we 04:49.350 --> 04:51.880 continue to look for opportunities to 04:51.880 --> 04:54.260 make spectrum available to us , 04:54.260 --> 04:56.770 industry for our economic development 04:56.780 --> 04:59.730 without any preference to one company 04:59.740 --> 05:02.500 or one organization to make us world 05:02.500 --> 05:06.190 leaders in 5G and next G . Now , with 05:06.190 --> 05:08.670 that in mind , I've testified as 05:08.670 --> 05:10.670 recently as May of this year to the 05:10.670 --> 05:13.750 House Armed Services Committee that our 05:13.760 --> 05:17.220 our equities in the 3.123.45 part of 05:17.220 --> 05:19.387 the spectrum are critical for national 05:19.387 --> 05:21.609 security . And let me talk a little bit 05:21.609 --> 05:24.170 just about this , we have many radars 05:24.170 --> 05:26.281 and I can't go into the details in an 05:26.281 --> 05:28.337 unclassified setting . But I can say 05:28.337 --> 05:30.559 their land , air and sea based that are 05:30.559 --> 05:32.559 critical for our service members to 05:32.559 --> 05:34.781 train on before they deploy into harm's 05:34.781 --> 05:36.837 way overseas and also to protect our 05:36.837 --> 05:39.580 homeland day in and day out , both 05:39.580 --> 05:41.650 against threats such as Russian bear 05:41.650 --> 05:44.210 bombers flying off our coastline to 05:44.210 --> 05:46.043 emerging threats from our pacing 05:46.043 --> 05:48.210 challenge that can reach out and touch 05:48.210 --> 05:50.720 our homeland in a conflict situation as 05:50.720 --> 05:52.887 well as border security and other very 05:52.887 --> 05:55.053 important missions of both training as 05:55.053 --> 05:57.320 well as day to day homeland security 05:57.320 --> 06:00.310 operations . And as I said during my 06:00.310 --> 06:03.130 confirmation hearing last fall sharing 06:03.140 --> 06:05.100 of this spectrum space must be Our 06:05.100 --> 06:07.850 watchword sharing is indeed what we're 06:07.850 --> 06:11.120 doing with ambit CB Rs and what we must 06:11.120 --> 06:13.790 do in the 3.123 dot 45 part of the 06:13.790 --> 06:16.240 spectrum , it's not only about the 06:16.240 --> 06:18.129 operational and homeland security 06:18.129 --> 06:20.550 considerations I mentioned for us to 06:20.550 --> 06:22.439 have to vacate this . Part of the 06:22.439 --> 06:24.970 spectrum would be absolutely untenable . 06:24.980 --> 06:28.400 It would take us two decades and 06:28.410 --> 06:30.580 hundreds of billions of dollars to be 06:30.580 --> 06:32.880 able to re factor and move those radars 06:32.880 --> 06:35.047 out of there . Let me say that again , 06:35.047 --> 06:37.240 decades and hundreds of billions of 06:37.240 --> 06:40.030 dollars to move out of that space . But 06:40.030 --> 06:42.280 sharing offers us a way ahead out of 06:42.280 --> 06:44.336 this and we've proven we can do this 06:44.336 --> 06:46.502 with the other initiatives I've talked 06:46.502 --> 06:49.420 about . We can make sharing work in 06:49.420 --> 06:51.800 collaboration with you all in industry 06:51.810 --> 06:53.977 and with our interagency partners such 06:53.977 --> 06:56.750 as N . T I a sec and others . And 06:56.750 --> 06:59.760 indeed last year we established another 06:59.760 --> 07:01.871 long word here , a set of words , the 07:01.871 --> 07:04.930 partnering on advanced and holistic 07:04.930 --> 07:07.650 spectrum solution or paths that doesn't 07:07.650 --> 07:10.900 exactly roll off your tongue task group 07:10.910 --> 07:13.690 with the national spectrum coalition or 07:13.690 --> 07:15.880 as I like to say the other N . S . C . 07:16.130 --> 07:18.890 So working the paths effort starting in 07:18.890 --> 07:21.590 november of last year . This is with 07:21.600 --> 07:23.860 any member of the National Spectrum 07:23.860 --> 07:26.440 coalition can join this . We've had 07:26.450 --> 07:28.617 held 10 meetings since last november . 07:28.617 --> 07:31.320 And this is to bring together D . O . D . 07:31.330 --> 07:34.570 Inter agency industry academia to work 07:34.570 --> 07:36.860 through how do we do spectrum sharing 07:36.870 --> 07:40.120 in the 3.123 dot 45 space but really 07:40.120 --> 07:42.342 kind of writ large on this . But that's 07:42.342 --> 07:44.509 where we're most focused on this right 07:44.509 --> 07:47.470 now . Now this work of this group that 07:47.470 --> 07:50.420 we're working so hard with will inform 07:50.430 --> 07:52.910 the spectrum sharing dynamic spectrum 07:52.910 --> 07:55.910 sharing study that we D . O . D . O . 07:55.920 --> 07:59.500 Uh department of Commerce coming out of 07:59.500 --> 08:01.830 last year's infrastructure bill . So 08:01.830 --> 08:03.997 this is our effort to reach out , hear 08:03.997 --> 08:05.941 other voices , not just look at it 08:05.941 --> 08:08.052 through the defense prison but try to 08:08.052 --> 08:09.997 balance all the different equities 08:09.997 --> 08:11.774 there . Now I said we've had 10 08:11.774 --> 08:13.830 meetings of this group .
