Mr. Decker was appointed Assistant to the Secretary of Defense for Intelligence Oversight (ATSD-IO) in September 2009. His office is tasked by the Secretary of Defense with the oversight of intelligence and intelligence-related activities in the Department of Defense. His office ensures that intelligence activities in the Department of Defense are conducted in accordance with Federal Law, Executive Orders, and department regulations and policies.
Prior to his appointment as ATSD-IO, Mr. Decker served as Assistant Director of Intelligence, U.S. Marine Corps. In that position he managed the Intelligence Department and provided professional intelligence management and policy support to the Director of Intelligence in the conduct of Marine Corps intelligence, including geospatial, signals intelligence, and counterintelligence/human intelligence activities within the Marine Corps, Defense, and National Intelligence Communities. During this assignment Mr. Decker received both the Distinguished and Meritorious Presidential Rank Awards.
Mr. Decker holds an M.S. in Strategic Intelligence from the National Defense Intelligence College, an M.A. in Government/National Security Studies from Georgetown University, and a B.B.A. in Business Administration from the University of Notre Dame.
Mr. Decker was commissioned as a second lieutenant in the U.S. Marine Corps and served as an infantry platoon commander during a deployment to the Mediterranean Sea. He later deployed as an assistant battalion operations officer to Beirut, Lebanon as part of the Multinational Peacekeeping Force. After returning to the United States, Mr. Decker served as an infantry company commander and later as assistant operations officer for an expeditionary unit in Honduras. Reassigned to Headquarters, U.S. Marine Corps, Mr. Decker served as the Marine Corps Security Force/Marine Security Guard policy and program officer.
Mr. Decker next served as an intelligence officer with a Marine Expeditionary Unit in the Western Pacific and later as a Marine Expeditionary Force production/analysis officer in an all-source fusion center, where he coordinated all intelligence aspects of Marine participation in Central Command theater contingency planning and exercises.
Mr. Decker deployed to Saudi Arabia as a senior intelligence analyst, supervising enemy order of battle analysis and coordinating political analysis and theater intelligence liaison for Marine Forces Central Command during Operation Desert Storm. Mr. Decker was medically retired in 1991.
After leaving active duty and before he became the Assistant Director of Intelligence, Mr. Decker served as a senior systems engineer conducting tactical exploitation of national capabilities (TENCAP) training and exercise support. Mr. Decker also served as deputy program manager for an imagery communication and dissemination program.
Mr. Decker’s military decorations include the Bronze Star Medal, Meritorious Service Medal, and Navy and Marine Corps Commendation Medal. He is also the recipient of the Defense Intelligence Director’s Award and the National Intelligence Distinguished Service Medal.
Mr. Decker is married and has two sons.
