Fleet Master Chief (FLTCM) Roy M. Maddocks Jr. assumed his position as the Senior Enlisted Leader for the United States European Command on May 8, 2009.
Fleet Master Chief (FLTCM) Roy M. Maddocks Jr. was born in Hartford, CT. He completed Recruit training at NTC Orlando, FL. and his first assignment was as an Electronics Technician serving at the Communications Station Sigonella, Sicily. Maddocks completed Basic Underwater Demolition and SEAL Training, Class 110 in December 1980 and reported to SEAL Team Two. He attended U.S. Army Airborne Training, Special Forces Communications Course and completed two EUCOM Deployments prior to departing the Navy in April 1984 to pursue a college Education. While attending college he drilled as a reservist, ran the Veterans Affairs office on campus and worked designing prototypes for Special Operations Forces.
FLTCM Maddocks was recalled to active duty for Operation DESERT STORM and reported to SEAL Team Two. His operational deployments include: two Deployments in support of SOCEUR 1982/83; Maritime Amphibious Readiness Group (MARG) 1993; EUCOM in support of Operation PROVIDE PROMISE, 1995; Bosnia as a Joint Commissioned Observer, 1997; and with the MARG Platoon to Macedonia and Kosovo
in 1998-99. He reported to Naval Special Warfare Group Two as Research and Development Department Head in September 1999 where he served as the Disaster Preparedness Operations Specialist and Established the Chemical, Biological, Radiological Defense program, an unfunded Requirement. He also served as the senior recorder for the FY-02 Navy-Wide E-7 Selection board and advanced to Master Chief Petty Officer and assumed the position of the OPS Department Leading Master Chief Petty Officer in 2002.
In 2002, he became a plank owner of SEAL Team Ten as the Plans, Exercises and Advanced Tactics Cell leading Master Chief Petty Officer and deployed to operation IRAQI FREEDOM in Feb. 2003. From Sep. 2003 to Mar. 2006 he served as the Command Master Chief of SEAL Team Eight, where he deployed to operations ENDURING FREEDOM And IRAQI FREEDOM in support of the Global War on Terrorism.
Most recently he served as the Senior Enlisted Leader of the Combined Joint Task Force-Horn of Africa from Sep. 07 to Oct. 08.
FLTCM Maddocks' continuing education consists of: the Navy's Senior Enlisted Academy, the Command Master Chief Course, The National Defense University KEYSTONE Course, the University of Connecticut, Bachelor of Science in Electrical Engineering and the U.S. Naval War College, Master of Arts in National Security and Strategic Studies.
His awards consist of the Bronze Star Medal, Defense Meritorious Service Medal, Meritorious Service Medal, Joint Commendation Medal, Navy Commendation Medal (two awards), Army Commendation Medal, Navy Achievement Medal (two awards), and numerous Campaign medals.
