Mr. Whitehouse serves as the Director of the Human Resources Operations and Advisory Services Directorate of the Defense Civilian Personnel Advisory Service. His responsibilities include providing policy, execution and strategic direction to Component Headquarters and all operating field civilian personnel offices in the human resources arena to include compensation, benefits, staff acquisition, employee assistance and reemployment, labor and employee relations, emerging personnel programs, international programs and the civilian expeditionary workforce for all 850,000 appropriated and nonappropriated fund employees worldwide. Additionally, Mr. Whitehouse chairs the DoD’s Labor Relations Roundtable and also responsible for DoD’s wellness, priority placement, and non-traditional personnel programs.
Mr. Whitehouse was appointed to the Senior Executive Service in October 2008 and has 35 years of Federal Service.
Prior to his current position, Mr. Whitehouse served as the Deputy Assistant G-1 for Civilian Personnel in the Office of the Deputy Chief of Staff, G-1 at Headquarters, Department of the Army. As the Deputy Assistant G-1 for Civilian Personnel, Mr. Whitehouse was responsible for the Army’s civilian human resource functions, to include policy and programs, plans and strategies, labor relations, non-appropriated funds policy and programs, workforce analysis and forecasting, and the Civilian Personnel Evaluation Agency.
Mr. Whitehouse has also served as the Director, Civilian Personnel Directorate, G-1, HQ, U.S. Army Europe from 2007-2008; the Director, West Region, Civilian Human Resources Agency, Fort Huachuca, Arizona from 2004-2007; Special Assignment, Coalition Provisional Authority, Baghdad, Iraq in 2004; Director, West Civilian Personnel Operations Center, Fort Huachuca, Arizona in 2003 and other various assignments in Alaska and Washington DC.
Mr. Whitehouse is a graduate of the U.S. Army War College in 2006 with a Masters in Strategic Studies. He also holds a Masters in Public Administration from the University of Alaska, Anchorage, 1994 and a Bachelor’s in English from Cameron University in 1979.
Mr. Whitehouse has been recognized with numerous awards to include The Secretary of Defense’s Award for Exceptional Civilian Service, Four U.S. Army Meritorious Civilian Service Awards, the Patriot Award from the International Personnel Management Association, the William H. Kushnick Award, and the Superior Civilian Service Award.
